I am still a Mailgun user on their PAYGO plan. That plan isn't advertised, but from my knowledge, you can still downgrade to it from one of the monthly plans.
One from Laravel's recommendations is probably a good choice - laravel.com/docs/11.x/mail#driver-prerequisites
